Does Norway have a usable production incentive for animation and VFX?

WHAT EXISTS TODAY

Norway has a 25% production incentive on paper. In practice it is a capped annual fund with an application deadline, as far as we know, the only scheme of its kind that runs one. If your production doesn't fit the annual round, or the fund runs out, there is no rebate.

Real money, if you win the round. In 2026, the Norwegian Film Institute offered NOK 84.7 million across five productions, including Marvel Television's Daredevil: Born Again. The scheme works. It just isn't predictable, and predictability is what a production plan needs.

That is why you can't plan around it — and why we say NO.

It is moving. Parliament has instructed the government to make the scheme internationally competitive and predictable, but rule-based administration, the fix that matters most, has not yet been committed to. That is why the answer above still says NO. We built this page so you can watch it happen, and so you hear it from us first when it flips to YES.
